General Compliance and Fraud, Waste and Abuse Training


The Centers for Medicare and Medicaid Services (CMS) requires Medicare Part C and Part D Sponsors (such as Highmark) to provide General Compliance and Fraud, Waste and Abuse Training for all of its First-tier (such as United Concordia), Downstream and Related-entities (FDRs) within 90 days of hire and annually thereafter. FDRs include network providers, brokers/producers, vendors, agencies, and anyone else who ultimately receives compensation from the Medicare program through a Medicare Sponsor.

This is an annual requirement for existing staff and new staff must complete the training within 90 days of being hired. We recommend adding this requirement to your new hire training checklist.

This training is a 4-step process. Please review the steps in the order listed below and do not forget to complete the training attestation in Step 4.

Please note:

  • Providers are required to maintain training records for a period of 10 years and are required to demonstrate that their employees have fulfilled these training requirements. Examples of proof may include sign in sheets, employee attestations and electronic certifications.
  • Highmark and United Concordia Dental reserve the right to request documentation to demonstrate completion of the training and providers must submit that information upon request.
